The Problem

The Problem

A province the size of a country. Tens of thousands of teachers expected to keep

their skills current. And a training system that barely reached them.

The intent was there. The infrastructure wasn't — and good intentions don't scale

across 30+ districts of mountains and distance. The fix wasn't to run more

workshops. It was to remove the distance entirely.

- Training didn't travel. Professional development happened in person, in a few

cities. Teachers in remote districts were effectively cut off from the courses

meant for them.

- Content lived in chaos. Instructors distributed material over WhatsApp groups,

USB drives, and printed handouts — with no version control and no way to know who

had actually received it.

- No one could prove completion. A teacher could finish a course and walk away

with nothing verifiable. Programs had zero visibility into who enrolled, who

finished, and where people dropped off.

- The bandwidth reality. Broadband penetration across Balochistan sits below

20%. Standard video-heavy platforms simply don't load on a 2G/3G connection.

- The language wall. Mainstream LMS products are English-only — excluding the

majority of Urdu-speaking teachers and trainers from day one.

Our Solution

VATT is a single, bilingual (English/Urdu) teacher-training platform built for the

realities on the ground — low bandwidth, remote learners, and a program that needs

to prove its impact. It runs on two surfaces, each doing a different job.

### The Web Platform — where training is built and run

A full authoring, administration, and analytics workspace for the people who run the

program.

- Course creation in five formats — adaptive video, PowerPoint slides with

per-slide audio narration, reading materials, auto-graded quizzes, and assignments.

One workflow covers every teaching style and every connection speed.

- AI-powered transcription — every lecture video is auto-transcribed (OpenAI

Whisper) with timestamped segments, making spoken content searchable and accessible.

- Digital flipbook library — an entire shelf of textbooks and resources, readable

in the browser with a real page-turning experience instead of a download dump.

- Verifiable certificates — completion generates a PDF certificate with a unique

code and a public verification link. Proof of skill that can't be faked.

- Role-based control — separate, purpose-built spaces for Trainees, Instructors,

and Admins, with program-wide analytics on enrollment, completion, and drop-off.

The Mobile App — the platform in every teacher's hand

A native Flutter app that puts the entire learn → track → certify journey on the

phone the teacher already carries.

- Learning that reaches the last district — the same courses, quizzes, and

certificates, delivered to remote teachers who will never sit in a city classroom.

- Built for low bandwidth — lightweight, native, and tuned to load and play on

weak connections where a heavy web page would stall.

- Learn on your own time — resume exactly where you left off, track your progress,

and earn certificates between classes or in the evening — anytime, anywhere.

- One brand, one account — bilingual interface, the same login and the same

records as the web. The teacher's progress follows them across both surfaces.

Cloud infrastructure

The whole platform runs on a self-hosted, containerised private cloud — not a rented

black box.

- Self-owned & private — data stays on the program's own infrastructure. No

third-party dependency, full control over privacy and compliance.

- Centralised records — every course, enrolment, and certificate lives in one

place, accessible instantly from any authorised terminal or phone.

- Built to scale — Docker-orchestrated services behind Nginx mean adding new

programs, content, or districts doesn't require rebuilding from scratch.

Results

Results

Training that finally reaches everyone:

The course that once required a teacher to travel to a city now lives on their phone.

Distance stopped being the deciding factor in who gets developed.

Completion you can prove:

Every course finished produces a certificate with a public verification code. For the

first time, the program can show — not assume — who is actually being trained.

Full visibility for the program:

Enrolment, progress, and drop-off are tracked end to end. Program managers went from

guessing to a live, data-backed view of impact.

Bilingual and bandwidth-aware by design:

English and Urdu, web and mobile, on connections from fibre to 2G — the platform meets

teachers where they are instead of demanding they meet it.

A blueprint for the region:

What began as fixing how teachers are trained became a complete, self-owned digital

academy — a model other public institutions in Balochistan can adopt and run on their

own terms.
